The 57th Annual Meeting of the Commission and meetings of its standing committees are July 29 – August 1, 2024, in Denver, Colorado.  Registration is strongly encouraged for all meetings and events.  While the Commission meeting and all committee meetings are free to attend, there is a fee for attending the Annual Meeting Seminar and social events on Wednesday. The fee structure is based on your state’s membership type. The State Attorney Training is held on Monday, July 29th.  Attendance at this training and informational event is limited to public sector tax attorneys.  There is no charge to attend the attorney training in person.  There is a technology fee of $100 for virtual attendance.

Auditors feel that taxpayer cooperation with apportionment documentation is at an all-time low while taxpayer representatives are tired of auditors’ “fishing expeditions.” Panelists examine taxpayers’ concerns and address the goals of proper audit documentation. Can we meet in the middle?

10:45 am – noon:  Worldwide Combined Reporting—Pros and Cons

Forty years ago, a dozen states required multinational enterprises to use worldwide combined reporting to determine their income tax base. But in the face of pressure from federal officials and certain U.S. trading partners, these states largely retreated. Today, a growing number of state policymakers are considering whether to return to mandatory worldwide combined reporting. Our speakers will address the pros and cons of worldwide combination and whether it is the solution to international tax shifting.

Hotel Reservations:  The MTC has secured a block of guestrooms at a rate of $201.00 plus tax. To ensure you get our negotiated rate, reservations should be made online using the following link, Sonesta Denver Downtown Reservations or by dialing (720) 269-3256 and stating that you are booking a room for the MTC 2024 Annual Meetings.  The MTC rate will be available until our cut-off date of Monday, July 8, 2024, or until our room-block is sold-out—whichever comes first. Based on availability negotiated rate will be available two-days pre, and two-days post our event. Reservations after cut-off date will be accepted based on availability at the negotiated group rate. Rates are subject to a $20 per person, per night, room charge for any additional guests. Reservations after cut-off date will be accepted based on availability at the negotiated group rate.

Individual reservations can be cancelled at no charge 72 hours prior to scheduled arrival. Any cancellations after this time will be charged one night’s room & tax.  If reservations are part of a rooming list, same policy applies.

Early Departure Fees

In the event a guest who has requested a room within your block checks out prior to their reserved checkout date, the hotel will add an early departure fee in the amount equal to one night room and tax to that guest’s individual account. Guests wishing to avoid an early departure fee should advise Sonesta Hotel Denver downtown at or before check-in of any change in planned length of stay.

 

Description of Events

Daily Breakfast is offered Monday through Thursday and is free to all attendees.

Networking “Wind Downs” are casual receptions held at the end of Monday’s and Tuesday’s meetings for all participants (cash bar).

State Attorney Training is held on Monday. Attendance at this training and informational event is limited to public sector tax attorneys. There is no charge to attend this event in person. There is a cost-defraying technology fee of $100 for virtually attending the training.

Committee Meetings are held on Monday, Tuesday, and Thursday. All committee meetings are free and open to the public except during closed sessions. Closed sessions are held only for specific reasons described in the MTC’s public participation policy and will be indicated on meeting agendas.

The Annual Meeting of the Commission meeting is held on the Wednesday afternoon. Like other MTC committee meetings, it is open to the public.

The Annual Meeting Seminar is composed of three one-hour sessions on Wednesday from 8:30 am until 12:00 pm. The seminar sessions are eligible for certificates of attendance which you may use when seeking continuing education credits with your state accrediting entity. There is a registration fee for Annual Meeting Seminar which includes attending the three seminar presentations, the luncheon, and the evening reception. This fee is based on states’ level of membership in the Commission for state government attendees, other government attendees, and a general fee for non-government attendees. Virtual attendance at the three seminar sessions will be available for a flat fee.

Remote access information will be provided to virtual attendees of the State Attorney Training and Annual Meeting Seminar presentations in advance of the events.


Statement Regarding Public Participation

Generally, meetings of the Commission and its Committees are public. Persons attending public sessions need not identify themselves. However, some of the listed meetings may not be entirely public. Under the Commission’s Public Participation Policy, closed meetings may be held in matters involving certain personnel issues and the acquisition/disposition of real estate, matters required by law to be confidential, including discussion of certain taxpayer information, and some discussions with counsel over pending litigation. For your convenience, you may choose to contact Nancy Prosser at (202) 650-0300, for an indication of which of the listed meetings may not be entirely public. Your contact, which may be on an anonymous basis, also permits the Commission to provide adequate seating.
