The Federation of Tax Administrators (FTA) is seeking a person who can serve as both general counsel and legislative director. FTA provides tax administration-related services to the tax agencies of the 50 states, D.C, New York City and Philadelphia. Get details at TaxAdmin.org.
Candidates must have a J.D. and bar admission, at least five years experience representing a constituent organization before Congress and at least five years experience with multistate tax legal issues. Federal tax experience does not substitute for state tax experience. The candidate must to be able to analyze a preemptive tax bill and detail its effect on state tax schemes. Other duties include analyzing administrative and court decisions for the membership (requiring about half of the work week), advising members on strategic options for fighting Congressional preemptions of state tax laws, writing testimony, developing background materials and establishing coalition and Hill relationships. Typical association responsibilities also include giving speeches and developing conference agendas. FTA does not write amicus briefs or engage directly with the tax agencies’ own legal cases. FTA does not provide secretarial support; self-sufficiency, quality writing and a collegial attitude are critical. Some travel required.
The position is located in Washington, D.C. and reports directly to the Executive Director. Salary is commensurate with experience, including fully paid medical and dental insurance and employer contributions to a 403(b) plan. Please indicate the desired salary.
